Biography
(Horst) Uwe Siebert, MD, MPH, MSc, ScD, Professor of Public Health, Medical Decision Making and Health Technology Assessment, is the Head of the Institute of Public Health, Medical Decision Making and Health Technolohy Assessment HTA at UMIT TIROL - University for Health Sciences and Technology in Austria. He is Adjunct Professor of Health Policy and Management, and Epidemiology, at the Harvard T.H. Chan School of Public Health and Affiliated Researcher in the Program on Cardiovascular Research at the Center for Health Technology Assessment, Mass General Brigham, Harvard Medical School, Boston. He is the Course Director of the Harvard summer course on ‘Decision Analysis in Clinical Research’ and holds an adjunct teaching appointment at the Pettenkofer School of Public Health, University of Munich. Prof. Siebert is the current Past President of ISPOR – The Professional Society for Health Economics and Outcomes Research and former President of the Society for Medical Decision Making (SMDM). He also directs the Continuing Education Program on HTA & Decision Science (www.htads.org). He has received more than 30 awards and honors, including the recent 2026 SMDM Career Achievement Award, which recognizes distinguished senior investigators who have made significant contributions to the field of medical decision making.
After medical school, he worked for several years as a physician in international public health projects in West Africa, Brazil, and Germany. He then earned an MPH at the Munich School of Public Health and Epidemiology and completed a Master of Science in Epidemiology and a Doctor of Science in Health Policy and Management with a concentration in Decision Sciences at the Harvard School of Public Health. Before he started his faculty position at Harvard Medical School, he was the Director of the Bavarian Public Health Research and Coordinating Center at the University of Munich, Germany, and completed a Visiting Scholarship at the Harvard Center for Risk Analysis. From 2012-2021, he was the Director of the Division for HTA in the ONCOTYROL – Center for Personalized Cancer Medicine in Austria.
His research interests include applying evidence-based quantitative and translational methods from public health, epidemiology, artificial intelligence, comparative effectiveness research, health services & outcomes research, economic evaluation, modeling, and health data & decision science in the framework of health care policy advice and HTA as well as in the clinical context of routine health care, public health policies and patient guidance. His current substantive research focuses on cancer, infectious diseases (e.g., COVID-19, hepatitis C, HPV, HIV), cardiovascular disease, diabetes, neurological disorders, and others. His methodological research includes evaluations of public health interventions, prevention/screening, outbreak research, diagnostic imaging procedures, personalized medicine, non-pharmaceutical public health interventions, nature-based social prescribing, equity impact, causal inference from “big” real-world data and pragmatic trials, target trial emulations, machine learning, decision modelling, and study designs controlling for treatment switching/noncompliance. He has been leading projects/work packages in several national and EU FP7, H2020 and Horizon Europe projects (e.g., ELSA-GEN, BiomarCaRE, MedTecHTA, DEXHELPP, EUthyroid, FORECEE, MDS-RIGHT, RECETAS, CORE-MD, EUREGIO-EFH, CIDS, OnCoVID, 4D PICTURE, CATALYSE, EUCAPA, PREMIO COLLAB, MOUNTADAPT, EUCanScreen, UNCAN-CONNECT). He teaches courses in decision-analytic modeling, HTA, economic evaluation, analysis of big data, machine learning, artificial intelligence, causal inference, and target trial emulation at several universities and for industry in Europe, North and South America, Asia, and Africa.
Prof. Siebert is the President of the Society for Medical Decision Making (SMDM), a member of the Latin America Consortium Advisory Committee of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), a member of the ‘National HTA Strategy’ Expert Group of the Austrian Federal Ministry of Health, a member of the Oncology Advisory Council of the Federal Ministry of Health in Austria, a member of the Advisory Board of the GÖG - National Austrian Public Health Institute, a member of the Directors Board of the German Competence Network Heart Failure, a member of the Austrian Cochrane Collaboration Branch, and a member of several national and international Directors and Trustees Boards (Society for Medical Decision Making; Austrian Society of Epidemiology, German Network of EbM; German Association for Medical Informatics, Biometry and Epidemiology). He has served as Vice President of SMDM, member of the ISPOR Board of Directors, member of the International Expert Committee Advising the Institute for Quality and Efficiency in Health Care (IQWiG) on the Methods for Economic Evaluations of Health Care Interventions, member of the Extended Board of Directors of the German Association of Health Economics, member of the Advisory Board of the Ludwig Boltzmann Institute for Health Technology Assessment in Austria, and member of the Harvard Flagship Initiative in Comparative Effectiveness Research.
He is the Clinical Guideline Commissioner for the Association of the Scientific Medical Societies in Germany (AWMF), Chair of the Horizontal Initiative in Causal Inference of the German Society for Epidemiology (DGEpi), and Chair of the Working Groups ‘Health Economics’ and ‘Medical Decision Making’ of the German Society for Medical Informatics, Biometry and Epidemiology (GMDS). He is Co-Chair of the ISPOR-SMDM Modeling Good Research Practices Task Force, Co-Chair of the ‘Issues in Methodology Section’ of the SMDM Policy Initiative, a Leadership Member of the ISPOR Personalized/Precision Medicine Special Interest Group. He is a member of the German S3 Clinical Guideline Groups Prevention of Cervical Cancer and Prevention of Skin Cancer with a focus on benefit-harm assessment and cost-effectiveness modeling. He has served as Chair of the Working Group “Effectiveness and Side Effects of Non-Pharmaceutical Interventions” of the Competence Network for Public Health for COVID-19, a member of the SMDM COVID-19 Modeling Special Committee.
He has worked with several HTA Agencies (e.g., IQWiG/Germany, NICE/UK, IATS/CCATES/ANVISA/Brazil, AHRQ/USA, CADTH/Canada, LBI-HTA/Austria, GÖG/Austria, DAHTA@DIMDI/Germany) and he advises public and government agencies, patient organizations, academic institutions and industry on conducting HTAs, the European HTA Regulation (HTAR), patient engagement, the impact of HTA on policy and reimbursement decisions. He has authored more than 500 publications (>40,000 citations, H-index 90) including HTA reports, textbook chapters, scientific articles, policy briefs and editorials, and is Editor of the European Journal of Epidemiology, Associate Editor of Public Health Reviews as well as editorial board member of several scientific journals.
